Broadband is central to Labor's telecommunications plan. To this end, Labor has committed up to $4.7 billion to build a fibre to the node (FTTN) network on an open access basis that will deliver a minimum broadband speed of twelve megabits to ninety-eight percent of Australian homes and businesses. The remaining two percent of Australians will receive a standard of service which, depending on the available technology, would be as close as that offered by the new network.
